This public sector retirement system manages pension benefits for municipal employees and operates within a highly regulated Azure Government environment. As reporting demands increased and analytics requirements evolved, the organization sought to modernize its data platform and begin leveraging Microsoft Fabric to support advanced analytics, data modeling, and self-service reporting.

However, architectural constraints between Azure Government and Commercial cloud environments created a significant barrier — preventing access to Microsoft Fabric and delaying its analytics modernization roadmap.

• Core data remained locked in legacy MS-SQL systems
• Reporting relied on static, legacy tooling

Without a secure way to bridge these environments, the organization was unable to move forward with Fabric or unlock modern analytics capabilities.

Hybrid Tenant Architecture
Established a secure Commercial tenant landing zone dedicated to Microsoft Fabric consumption.

Secure Data Integration & ETL
Developed controlled ETL processes to extract data from MS-SQL in the Azure Government environment and securely ingest it into Fabric.

Reporting Modernization
Replicated existing SSRS reports in Power BI and Microsoft Fabric, while demonstrating self-service analytics capabilities to business stakeholders.

This approach allowed the organization to quickly validate the value of Fabric while minimizing risk and disruption.
